In my opinion ToolWiz Photos has the most advanced set of neural filters up to now. Its distinctive feature is "childish" filters, which emulate childish scribbles (but the result is very complicated art indeed).
On of the most amazing features of neural art apps (Prisma, Vinci, ToolWiz and etc.) is that you can turn black-and-white sketches into coloured images.
For example, here is B/W sketch:
And this is one of the outputs in neural art app (Prisma set from ToolWiz photos). On the screen below you can also see "childish" filters from ToolWiz, you can find filters of this kind only in ToolWiz:
The drawback of nearly all neural apps is slow processing. The only exception is Vinci, which has very fast art engine.
